Man Guilty of Social Security Fraud

A Ceres man has pleaded guilty to Social Security fraud. The man was collecting and cashing checks of a deceased woman.

Charles Francis Sheppard, 56, of Ceres, pleaded guilty Monday to theft of government property, according to U.S. Attorney Benjamin Wagner.

According to the plea agreement, from 1988 to 2009, Mr. Sheppard received the Social Security retirement benefits of a legitimate recipient who had died in 1988.

Mr. Sheppard was on the deceased’s death certificate as the person to be notified. As such, he identified the deceased and provided her personal information to the county recorder who issued the certificate of death.

The Social Security Administration was not informed of the death and its checks kept on coming – and Mr. Sheppard kept on cashing them, prosecutors say.

The government says he could have gotten as much as $400,000 this way.

Social Security Cuts Would Hurt African Americans

The proposed cuts to Social Security would hit African Americans the hardest. As a result, black organizations are voicing their concerns in upcoming debates.

By Hazel Trice Edney, Trice Edney News Wire Editor-in-Chief: African-Americans across the nation would be hit hardest if Congressional Republicans have their way in slashing Social Security as an affront to President Obama’s recommended 2012 budget.

Therefore, Black organizations and constituents must assert their voices in current and upcoming debates, according to a report released by the Joint Center on Political and Economic Studies.

“African-Americans benefit significantly from the Social Security program—as retirees, as disabled workers or their dependents, and as survivors of deceased workers. Although Black Americans are more likely than White Americans to receive disability and survivor benefits and less likely to receive retirement benefits, their return from taxes paid into the Social Security system exceeds that of Whites,” says the report titled “African-Americans and Social Security: A Primer”.

Social Security Office In Davenport To Relocate

The Social Security Office in Davenport is set to move locations by the end of the year. The office has been in its current location for over seven decades.

After more than seven decades in the same location, the Social Security office in downtown Davenport is moving.

The Social Security Administration’s current location is only a few blocks from a Davenport Senior Center and a lot of them walk there.

“I’m very disappointed that it’s moving.  I think it’s very convenient for us now,” said Sharon Sours, an Edgewater Resident.

“It’s so convenient for people to walk if they’re able to walk or catch a ride just for a couple of blocks and to have to go all the way out on North Brady will be a challenge,” said Suzie Hartung, Edgewater Resident.

Both Suzie and Sharon live at the low income housing complex for seniors.

The ladies said they could take the city bus, but that’s tough for them.
